What is a webring?

Back when the internet was still young, before social media, before search engines even the internet was a wild west of personal hobbyist sites and a fertile ground of creativity. As goodinternet magazine states in their inaugaral edition the internet was once a place of self-curated communities of website owners with aligning interests. I want to go there again. I think we can all go there again.
